A high floor 5-room DBSS flat at The Peak @ Toa Payoh was transacted for $1,238,000 ($1,009 psf) last week, the highest recorded transaction for public housing in Toa Payoh. This transaction also broke the psychological $1,000 psf mark for a HDB unit for the very first time in this town.
Located in one of Singapore’s matured housing estates, The Peak @ Toa Payoh is a public housing project comprising five 40- to 46-storey blocks of 1,245 residential units, served by a connected multi-storey car park with rooftop communal areas.
In planning the site, an internal driveway is designed to connect the blocks with dedicated drop-off points. Linkways provide accessibility for the blocks to the multi-storey car park and the external street. In planning the residential blocks, they are diagonally orientated to avoid the direct sun-path, while at the same time achieve maximum surrounding views and unit privacy. Mid-tower sky terraces are introduced to both enhance the façade design and cater to the recreational needs of the residents.
Developed as part of the Design, Build & Sell Scheme, these three towers comprising 714 public housing units soar 40 storeys high. Prefabricated RC panels complete with window frames are used to achieve a super-smooth finish while windows for the corners of the buildings render a more dramatic effect. Generously apportioned balconies offer semi-outdoor reprieve in a high-rise living environment.
The 714-unit City View @ Boon Keng DBSS was completed in 2011, and flats there were sold consistently for over a million dollars these few years. City View @ Boon Keng’s record-breaking transactions are attributed to its city-fringe location, unblocked views of Kallang, spacious layout, and proximity to Bendemeer MRT Station on the Downtown Line and Boon Keng MRT Station on the North-East Line.
City View @ Boon Keng DBSS is popular because it is a newer development located among ageing counterparts in a mature estate and is in close proximity to two MRT stations - Bendemeer on the Downtown Line and Boon Keng on the North-East Line.
Natura Loft is a HDB DBSS development set in the heart of a popular Bishan. With innovative and unique layouts, one of a kind finishings, and breathtaking views of the city, this is one project you have to see to believe. Natura Loft brings together the best of both worlds, combining all the elegant touches of a private condominium with the many perks of public housing.
Besides its breezy views, Natura Loft's 5 room flat sizes are also slightly larger than the typical five-room flats today. Its coveted location at Bishan is served by Marymount MRT station and Bishan MRT station, Junction 8 mall and prestigious schools like Catholic High and Raffles Institution.
Natura Loft is the first DBSS Development to offer solid timber doors and high-quality bamboo-strip floorings and features specially built walls instead of pre-fabricated slabs with the higher floor units offering panoramic views of the sea and the Singapore Flyer. All units are North-South Facing.
Natura Loft currently holds the record as the most expensive HDB resale unit @ $1.295 mil.
Soaring above the skyline of the neighbourhood, The Pinnacle @ Duxton is a testament to our nation’s innovative approach to urban planning and public housing. Built on the site of Singapore’s oldest Housing Development Board (HDB) blocks, its design and construction both revitalises the area and commemorates its historical significance. A design competition was held and won by two local architectural firms, who worked together to create simple and elegant residences, using precast technology.
Completed in 2009, the Pinnacle@Duxton stands out as an example of how HDB confronts the challenges of meeting housing needs in an urban setting. Its seven 50-storey high towers rise as high as skyscrapers and are linked at the 26th and 50th levels by sky-bridges. It is the HDB’s first residential project with sky bridges connecting the towers. Each skybridge is home to a 500-metre-long sky garden. In fact, a few records are set by Pinnacle@Duxton: the world’s tallest public housing development and longest sky gardens. The 50th-storey skybridge is open to the public, and for a charge of S$6 you can enjoy stunning views of the city. More information can be found here.
Kiwi Lim from Huttons Asia said buyers are looking for bigger flats in convenient locations especially when we are spending more time at home and near home due to Covid and WFH. These 5 room flats - The Peak @ Toa Payoh, Natura Loft at Bishan, City Ciew @ Boon Keng & The Pinnacle @ Duxton are quality HDB projects in very premium locations like the matured estate of Toa Payoh, Bishan, Boon Keng and needless to say Tanjong Pagar - the CBD area of Singapore. Buyers are not willing to wait longer period for new BTOs of possibly up to 8 years due to construction delays brought about by Covid. Some younger couples compare the rising prices of new / resale condos in the vicinity and immediately decided to settle on a resale HDB flat as their first matrimonial home.
With a total of 106 HDB resale flats sold for over S$1m in the first half of this year 2021, HDB buyers may have overcome the psychological barrier of $1,000 psf for resale HDB flats in rare exceptionally good locations.

Pasir Ris 8 is a fully integrated development in Pasir Ris Central that was launched over the weekend on 24 July 2021 to huge fanfare, with close to 85% of the 487 units sold just within one day. Developer Allgreen Properties raised the price for Pasir Ris 8 integrated condo project six times through the day with a 700 sq ft two-bedroom unit going for as high as $1.5 million, which translates to $2,100 psf, for this OCR mass market project. This is probably the first time mass market condo in the OCR sold for more than $2,000 psf and it may be a prelude of psf prices of mass market new launches next year. This will inadvertently make RCR city fringe new condo projects look attractive, e.g. The Landmark, Irwell Hill Residences, One Pearl Bank, Avenue South Residences, Sky Everton, The Reef, etc.
The Singapore residential property market is currently running hot fuelled by economic growth, high household income, low interest rates and expected economic growth for 2021 with Singapore's GDP expected to hit more than 6% this year as reported on MTI website on 11 Aug 2021.
The Ministry of Trade and Industry (MTI) on 11 Aug 2021 upgraded Singapore's GDP growth forecast for 2021 to “6.0 to 7.0 per cent”, from “4.0 to 6.0 per cent”.
Even as Singapore's borders are closed to foreigners, the ultra-rich foreign investors are buying into luxury properties worldwide, including Singapore where home prices jumped by a record 4.1% in the first half as the rich seeks a safe country for their investments especially tycoons in Asia who prefers Singapore over Hong Kong especially when the country is currently embroiled in political turmoil.
Currently, during this pandemic, foreigners contribute to less than 10% of all property transactions in Singapore due to the border closures. This percentage may likely increase when borders reopen.
Next year's mass market condo projects in the OCR are expected to hover around $2,000 psf due to their high GLS bidding costs and higher construction costs. Owners of potential enbloc projects are also looking to sell at higher prices to potential developers as they hope to benefit from the current sellers market. If developers were to pay a higher price for the enbloc developments, they will have to eventually price their upcoming condo projects at a much higher price. It's a vicious cycle. Therefore, Kiwi expects that by end of 2022 next year, mass market new condo buyers will be accustomed to seeing $2,000 psf for OCR new condo prices.
"If buyers next year are not able to accept $2,000 psf pricing for mass market new condos, I believe they may snap up resale properties especially for buyers who desire a condo located in a matured estate near MRT, eateries & amenities like Esparina Residences, and for young couples who may not want to wait years for their property."

HUDC units were larger, better built, had fancier designs and were more expensive than their HDB counterparts. Some, at 158 sq m in size, were the biggest public housing flats ever built.
Today, HUDC's role has been largely superseded by other housing types such as the Design, Build and Sell Scheme (DBSS housing scheme has also been discontinued since 2011) and executive condominiums which also cater for the "sandwiched" class.
Out of all 18 former HUDC estates, only 7 of them are left remaining in Singapore today. The other 11 former HUDC estates were all bought over by developers thru enbloc and have been either marketed or sold as brand new residential condo projects.
Out of the list of 7 remaining former HUDC estates, real estate advisor Kiwi Lim from Huttons Asia identifies three of these former HUDC estates that he feel investors may want to seriously consider if they are looking for potential enbloc sites to invest in.
Singapore's largest private residential estate, Braddell View, was relaunched for enbloc collective sale again for a 2nd time in 2019 at S$2.08 billion potentially allowing owners of residential units to receive between S$2.04 million and S$4.03 million, depending on the size of their property. The units range between 1,453 sq ft and 3,369 sq ft. For commercial units, owners could receive about S$529,500 to S$1.2 million. Unfortunately, the enbloc attempt was not successful.
Braddell View estate situated on a hilltop site overlooking MacRitchie Reservoir Park, comprises 918 residential units and two shops. The plot has a lease tenure of about 102 years with effect from Feb 1, 1978 and is located near three MRT stations - Braddell on the North-South Line, as well as Marymount and Caldecott on the Circle Line. Future residents could also benefit from the proposed transformation of the nearby Bishan Sub-Regional Centre into a business hub under the Draft Master Plan 2019.
Located right beside Raffles Girls School (RGS) Secondary, Raffles Institution (JC) and Saint Joseph's Institution International and other good schools, within a short stroll to Circle Line MRT and upcoming Thomson East Coast Line, it is indeed a prime location for families.
Lakeview Estate is a beautiful former HUDC estate located right beside fresh green nature reserve of Macritchie Reservoir nestled in a landed estate within 6 minutes walk to Marymount MRT.
At an amazing size of nearly 243,000 sqft, this sprawling Lakeview Estate is a gem near Raffles Institution and nice eateries are dotted along Thomson Road.
The following developments are in the same neighborhood as Lakeview Estate:
- The Florence Residences
- Affinity At Serangoon
- Riverfront Residences
- La Fiesta
- Kingsford Waterbay
- Sengkang Grand Residences
This mammoth land site of more than 825,000 sqft of land parcel is super huge for a developer to swallow and it may take two or more developers to jointly bid for this project. Ivory Heights estate just held an EOGM on 20th March 2021 this year where the Subsidiary Proprietors (SPs) of Ivory Heights voted favourably to form a Collective Sale Committee (CSC) for the enbloc sale of Ivory Heights. So it may be too late for investors to enter this development now.
Being integrated with the Jurong East Central regional hub, Ivory Heights enjoys easy access to just about everything that is needed for one’s daily needs with numerous food courts and coffee shops offering the widest choice of both local and western fare. There are even 2 NTUC Fairprice outlets to pamper residents there.
Kiwi Lim said investors are taking a risk when they enter now to buy such old properties in these former HUDC estates or any private residential projects that are nearly 40 years old or more because enbloc collective sale is not certain and therefore if the enbloc collective sale attempt is not successful, the buyer / investor will be left holding onto an old apartment unit that may face water leaking issues or other problems associated with old buildings leading to higher maintenance costs, fees and lower rental yield & minimal capital appreciation.

The next day after Pasir Ris 8 sold its 2 bedder for more than $2,000 psf, Sengkang Grand Residences immediately saw close to 40 units sold in one day on Sunday - 25 July 2021. While there was a "good spread of take-up" across all unit types, interest was very strong for the 2 bedroom units, as the 1 + study units were long sold out beforehand leaving only the last 6 units of 2 bedroom, 118 units of 3 bedroom units and 21 four bedroom flexi units left avail by Wed (28 July) averaging around $1,7xx psf.
Buyers felt that Sengkang Grand Residences is more value for money as compared to Pasir Ris 8 because CDL & Capitaland bought the GLS site for Sengkang Grand Residences at $924 psf ppr and is currently selling at around $1,7xx psf whereas Allgreen Property bought the GLS site for Pasir Ris 8 at $685 psf ppr and sold at an average of $1,7xx psf leading up to above $2,000 psf for a 2 bedroom unit.
Buyers of both projects - Pasir Ris 8 and Sengkang Grand Residences are similar in profile mostly Singaporean singles and HDB upgraders looking to stay in a fully integrated condo development.
Kiwi Lim from Huttons Asia felt that buyers looking at District 18 in Pasir Ris, are generally quite willing to also consider District 19 as well because it is well connected by the Tampines Expressway (TPE).
Kiwi Lim believe that with the current supply of new condo units left available in the market, Sengkang Grand Residences can afford to charge a premium price for being a rare fully integrated condo project (only less than 5% of all private residential condo / apartment projects in Singapore are integrated projects) which is far better than mixed development with just a mall below.
Mixed development consists of residential units above and commercial shops below, with most of the shops being strata owned shops and not managed malls. They also are not connected to the MRT station and bus interchange.
Integrated projects offers the ultimate convenience to the residents staying in the condo units above with a managed mall below, connected to the MRT and bus interchange at their doorstep. Most integrated projects also include public community projects, e.g. polyclinics, community centres as well as a plaza for communal activities for the neighbourhood. There are less than 5% of private residential projects that are considered as integrated projects in the market today.
Located close to the brand new community club with a multi-purpose hall perfect for active, sporty lifestyles. With residential homes sitting above Buangkok MRT and a bus interchange, condo residents will enjoy seamless connectivity to anywhere across Singapore.
"With the weather in Singapore expecting to get hotter and hotter in future, I believe that more homebuyers will seriously consider either living in an integrated condo development or living in a condo project that is just right across the road to the integrated mall, MRT and bus interchange - something like Esparina Residences, for example."

The one day sales preview of Pasir Ris 8 saw buyers making up mainly of Singaporeans and PRs snapping up nearly 80% of the residential units in this highly sought after rare fully integrated condominium development with commercial retail mall, polyclinic situated directly below plus the ultimate convenience of being integrated with MRT station and Bus Interchange at your doorstep. Buyers saw prices above $2,000 psf for the 2 bedder units at Pasir Ris 8.
Pasir Ris 8 sits on a precious OCR white site next to Pasir Ris MRT Station successfully clinched by a joint venture between Allgreen Properties and Kerry Properties (part of the Kuok Group of Companies controlled by Malaysian tycoon Robert Kuok) at nearly $700 million working out to $684.48 per square foot per plot ratio (psf ppr) based on the total gross floor area of 1.02 million sq ft on 14 Dec 2018.
Allgreen Properties and Kerry Properties may have also realised the value of Pasir Ris 8 as a fully integrated developments in Singapore especially one that comprise of managed commercial shopping mall and residential development integrated with a bus interchange, a polyclinic and town plaza offering seamless connection to public transport services and amenities for residents. Such developments are considered rare and are in high demand by buyers who work from home & desire convenience.

The URA site at Lentor Central earmarked for a residential with commercial at 1st storey development and the HDB Executive Condominium site at Tampines Street 62 (Parcel A) are launched for sale under the Confirmed List. Together, these two sites can yield about 1195 residential units.
The tender for the two land parcels at Lentor Central and Tampines Street 62 (Parcel A) will close at 12 noon on 22 Jul 2021 at URA and HDB respectively.
Qingjian Realty and Santarli Construction is the top bidder for the EC site at Tampines St 62. This land parcel can build about 590 units and the land price works out to $658.93 psf ppr. It is a new record land price for a EC site. This may indicate a selling price of $1,3xx psf for this new executive condo that may be launched in end of 2022 or early 2023.
Kiwi Lim from Huttons Asia believe this is due to strong local demand for property from younger professional singles or couples as working from home created in them a desire to live apart from their parents and have their own personal space. Developers are also seeing a decline in their inventory of unsold condo units and are currently short of land banks in their possession.

The GLS Programme for 2H2021 comprises four Confirmed List sites and nine Reserve List sites.
The Confirmed List comprises four private residential sites [including one Executive Condominium (EC) site] which can yield about 2,000 private residential units (including 375 EC units).
In addition, the Reserve List comprises six private residential sites (including one EC site), two White sites and one hotel site. These sites can yield about 4,860 private residential units (including 700 EC units), 90,000 sqm GFA of commercial space and 530 hotel rooms.
A site on the Reserve List System will be put up for sale if a developer's indicated minimum price in his application is acceptable to the Government. The price to trigger the Reserve List site is secret and not known to the developer beforehand and only if the price submitted by the developer matches the government's desired price, the government will consider putting it up for tender.
The Government will also consider launching a Reserve List site for sale if it has received sufficient market interest for the site. This is when more than one unrelated party has submitted a minimum price that is close to the Government's Reserve Price, within a reasonable period.
The unsold inventory of private housing units has declined over the past year amidst strong demand. Nonetheless, even as the economy is recovering from the recession in 2020, there are continued uncertainties in the economic and labour market conditions due to the ongoing COVID-19 situation globally and locally. On balance, the Government has decided to moderately increase the supply of private housing on the Confirmed List to 2,000 units for the 2H2021 GLS Programme, up from 1,605 units for the 1H2021 GLS Programme. The supply on the Reserve List also gives developers a good selection of sites to initiate for development.
The Confirmed List comprises four private residential sites [including one Executive Condominium (EC) site] which can yield about 2,000 private residential units (including 375 EC units).
The Jalan Tembusu GLS site, which spans 1.95ha, is estimated to yield 640 units, has strong locational attributes, as it is near the upcoming Tanjong Katong MRT station, East Coast Park, and amenities along East Coast Road. Furthermore, several prominent schools are also located in the area such as Tanjong Katong Primary School, Tanjong Katong Secondary School, and Tanjong Katong Girls' School.
The GLS site at Lentor Hills Road (Parcel A) can yield about 595 units and has a site area of 1.71ha. It is located right next to the Lentor Central GLS site released earlier in April this year as well as the Lentor MRT station on the TEL. Residents will be two stops away from the Cross Island Line (CRL), four stops from the Circle Line (CCL), and six from the Downtown Line (DTL).
The EC site at Bukit Batok West Ave 8 will be near the Tengah Garden Walk EC site which was recently awarded to Taurus Property SG for $603 psf. The 99-year leasehold site can yield 375 units with a site area of 1.21ha. However, the site is expected to fetch lower bids as it's not near to an MRT station.
In order to continue providing good homes for Singaporeans, we will have to recycle previously developed land, some in matured estates and some in prime locations, like the city centre and the Greater Southern Waterfront.
Kiwi Lim from Huttons Asia believe these few confirmed GLS land parcel sites are not enough to satisfy the current strong domestic demand for residential properties and may trigger the enbloc market possibly before the end of 2022 next year. Future condo launches from enbloc sales will naturally cost more as developers need to pay more to acquire the land from enbloc owners and foot additional costs to demolish and possibly top up lease for leasehold enblocs. This will inadvertently see prices of new condo projects climbing upwards in the near future.

Only 70 four-room flats are on offer at Telok Blangah Beacon in the mature estate of Bukit Merah.PHOTO: HDB
Telok Blangah Beacon HDB BTO flats are the most expensive units in the Housing Board's sales exercise this month. Located in the mature estate of Bukit Merah, a whopping total of 3,124 applicants competed for the 70 units of 4-room flats put on offer by HDB in the Telok Blangah Beacon project as at 5pm on Monday, 31 May 2021. The last time a BTO project drew such strong competition was in August last year, when 334 four-room flats in Geylang drew almost 15 applicants for each unit.
For first-timer applicants, only one in more than 28 applicants will get a unit. Second-time applicants face even bleaker prospects, with more than 412 applicants vying for each available unit.
Kiwi Lim from Huttons Asia said the overwhelming response for Telok Blangah Beacon is expected due to its proximity to the future Greater Southern Waterfront similar to another HDB project in the CBD in Tanjong Pagar called The Pinnacle at Duxton launched in 2004.
"Prices for these Telok Blangah four-room flats, which are located within walking distance of Telok Blangah MRT station, range from $602,000 to $710,000 is considered attractive as it is very similar to how another HDB BTO project: The Pinnacle at Duxton was priced during its launch as the most expensive BTO project in 2004" said Kiwi. "Back then in 2004, the property market was very weak and Pinnacle at Duxton was priced above double the price of typical HDB BTO projects in Fernvale. However, today in 2021, global cities around the word are seeing a boom in their real estate market, including Singapore. If we consider the added advantage that such BTO projects at the doorstep of The Greater Southern Waterfront is expected to enjoy amazing upside potential from the government's massive future developments there, you will understand why so many are keen to lay their hands on it."
"I recall Pinnacle at Duxton buyers were ridiculed and laughed at by friends in 2004 for buying The Pinnacle at Duxton HDB BTO. This truly is a repeat"
The Pinnacle@Duxton consists of seven 50-storey blocks comprising 1,848 flats. Among its unique features are 12 steel sky bridges that link all seven blocks on the 26th and 50th storeys, forming a continuous sky garden, as well as an 800-metre jogging track on the 26th floor.
The Pinnacle at Duxton showcased innovative design approach to high-density, high-rise public housing that would optimise land use while meeting the changing lifestyle needs and rising aspirations of residents.
The Pinnacle@Duxton is a 50-storey residential development in Singapore 's city center, next to the business district.[1] All seven connected towers are collectively the world's tallest public residential buildings, and featuring the two longest sky gardens ever built on skyscrapers, at 500m each.
The Pinnacle at Duxton is another HDB project that
is right beside the future Greater Southern Waterfront
The award-winning design; sky gardens; central locale; and convenient access to the Tanjong Pagar and Outram MRT stations, restaurants and supermarkets; as well as flexible layouts were factors that contributed to the Pinnacle’s immense appeal for prospective homeowners, in particular, young families and young urban professionals.
By the close of the launch in July 2004, close to 5,000 applications – more than double the number of flats available – were received by the HDB, enabling it to call for contractor bids for the construction of the Pinnacle under the built-to-order scheme.
