Nearly 3,000 home owners in the five ongoing Build-To-Order (BTO) housing projects will face further delays with two large public BTO projects facing possible hold-ups as Greatearth Corp and Greatearth Construction main contractor for these sites has gone bust.
Buyers consisting of mainly younger couples aged between 25 to 35 years old in these 2,982 BTO units across these affected BTO projects: Sky Vista @ Bukit Batok, Senja Heights and Senja Ridges in Bukit Panjang, and Marsiling Grove in Woodlands have been affected.
The fifth one is West Coast Parkview in Clementi, located opposite West Coast Park. This serves as one of the Selective En bloc Redevelopment Scheme (Sers) replacement sites for residents in Blocks 513 to 520 West Coast Road.

Kiwi Lim from Huttons Asia is not surprised to see news of main contractors going bust as the government had already previously cautioned that developers may need to allow for main contractors to re-quote higher prices as contractors are faced with much higher construction costs due to Covid. But such an old and reputable main contractor like Greatearth going bust is news that came as a shock to many.
HDB could have allowed the main contractors to re-quote HDB with higher prices above what was originally agreed years ago for these ongoing projects which may lead to an unexpected cost increment of hundreds of millions of dollars for these 5 BTO projects - according to a rough off the cuff estimation.
Private condo developers have allowed their main cons to re-quote higher construction costs in order to prevent them from going bust - this has also led to developers raising the prices for current and upcoming new condo launches due to the unforeseen higher costs of building the new condo projects.

Launched by the Housing Board (HDB) in 2005, the Design, Build and Sell Scheme (DBSS) was designed to bridge the gap between private and public housing.

This July, new private home sales saw a sharp increase in sales figures in spite of tightened community measures in the second half of the month. More than 90% are estimated to be bought by Singaporean and SPR buyers due to strong domestic pent-up demand and the powerful ripple effects from the launch of Pasir Ris 8 at the end of July.
Pasir Ris 8 is a fully integrated development in Pasir Ris Central that was launched over the weekend on 24 July 2021 to huge fanfare, with close to 85% of the 487 units sold just within one day. Developer Allgreen Properties raised the price for Pasir Ris 8 integrated condo project six times through the day with a 700 sq ft two-bedroom unit going for as high as $1.5 million, which translates to $2,100 psf, for this OCR mass market project. This is probably the first time mass market condo in the OCR sold for more than $2,000 psf and it may be a prelude of psf prices of mass market new launches next year. This will inadvertently make RCR city fringe new condo projects look attractive, e.g. The Landmark, Irwell Hill Residences, One Pearl Bank, Avenue South Residences, Sky Everton, The Reef, etc.

Tons of hot money are floating around Singapore’s red-hot residential market, with an estimated S$32.9 billion ($24 billion) spent in the first half of 2021 -- Singapore's biggest property frenzy in more than a decade and double what was recorded in posh New York's Manhattan over the same six months according to Bloomberg.
Even as Singapore's borders are closed to foreigners, the ultra-rich foreign investors are buying into luxury properties worldwide, including Singapore where home prices jumped by a record 4.1% in the first half as the rich seeks a safe country for their investments especially tycoons in Asia who prefers Singapore over Hong Kong especially when the country is currently embroiled in political turmoil.
Currently, during this pandemic, foreigners contribute to less than 10% of all property transactions in Singapore due to the border closures. This percentage may likely increase when borders reopen.

Next year's mass market condo projects in the OCR are expected to hover around $2,000 psf due to their high GLS bidding costs and higher construction costs. Owners of potential enbloc projects are also looking to sell at higher prices to potential developers as they hope to benefit from the current sellers market. If developers were to pay a higher price for the enbloc developments, they will have to eventually price their upcoming condo projects at a much higher price. It's a vicious cycle. Therefore, Kiwi expects that by end of 2022 next year, mass market new condo buyers will be accustomed to seeing $2,000 psf for OCR new condo prices.

Braddell View - comprising of 918 residential flats and two commercial shops, is the largest and the last of the 18 HUDC estates to be privatised in 2017 making a total of 7,731 HUDC units to have been converted into private housing since the Government first moved to privatise such estates in 1995 in order to meet rising aspirations of Singaporeans to own private homes and give greater control over management and maintenance to the owners.
